The newly appointed Director General of Police for Jammu and Kashmir, RR Swain, has ramped up anti-terror initiatives, emphasizing coordinated efforts to dismantle terrorist networks, particularly focusing on the Over Ground Network. As terrorists regroup south of Pir Panjal, DGP Swain advocates the use of modern technological tools and directs security forces to launch operations in higher reaches to eliminate the threat.

Despite persistent efforts, terrorists are adapting and targeting Jammu and Kashmir police personnel. The recent attack on Inspector Masroor Ahmad serves as a grim reminder of the persistent threat. Expressing condolences, DGP Swain condemns the cowardly act, attributing it to the vicious mindset perpetuated by terrorist networks operating at the behest of Pakistan.

Terrorist activities have shifted south of Pir Panjal, leading to a revival in Rajouri and Poonch. A recent encounter in Rajouri resulted in the elimination of two terrorists, including a high-ranking LeT operative. While overall terrorism incidents have declined, security agencies face the challenge of countering evolving terrorist tactics, particularly those sponsored by Pakistan.

The Ministry of Home Affairs reports a 66% decline in security personnel casualties during encounters between 2018 and 2022. Despite the decline in terrorism, security agencies gear up to address the challenge of Pakistan-sponsored terrorism and arms smuggling via drones.

As Jammu and Kashmir witnesses a decline in terrorism, tourism flourishes with around two crore tourist arrivals up to November 2023. Union Tourism Minister G Kishen Reddy attributes the growth to PM Narendra Modi’s efforts in showcasing India’s tourism potential. However, with elections looming before September 2024, security agencies face the task of eradicating terrorism remnants and ensuring effective counterterrorism measures for maximum public participation in the electoral process.
