The Jammu and Kashmir National Conference (NC) manifesto outlines various initiatives aimed at providing economic relief to the region’s populace. Proposals such as free electricity, enhanced food allocation, and free gas cylinders are designed to offer immediate respite to struggling households. However, these populist measures raise pertinent questions regarding their sustainability, equitable distribution, and long-term socio-economic impact on Jammu and Kashmir (J&K).
While addressing immediate economic challenges is critical, over-reliance on free handouts risks fostering dependency and imposes substantial financial strain on the state. A more viable and impactful approach would focus on job creation, economic self-reliance, and sustainable development to empower the people of J&K and secure a prosperous future.
Targeting the Right Beneficiaries
One of the key challenges of freebie-based policies lies in ensuring the benefits reach the genuinely needy. Schemes offering free electricity or gas cylinders often suffer from systemic inefficiencies, corruption, and inadequate mechanisms for identifying beneficiaries. As a result, wealthier households sometimes benefit disproportionately, while marginalized communities remain underserved.
To rectify this, comprehensive socioeconomic surveys must be conducted to accurately identify economically weaker sections. Leveraging advanced technologies like Aadhaar-linked systems or mobile-based platforms can help ensure targeted delivery of benefits. Such data-driven approaches minimize resource wastage and ensure that relief measures are both equitable and efficient.
From Dependency to Empowerment
While freebie programs may provide short-term relief, they risk creating a culture of dependency that discourages individuals from seeking sustainable solutions to their economic challenges. This dependency can ultimately hinder economic growth and personal development.
The focus of economic policy in J&K should be on empowering individuals through employment opportunities and skill development. Initiatives in vocational training, industrial expansion, tourism promotion, and entrepreneurship can foster an ecosystem of self-reliance. For instance, establishing skill development centers and startup incubation hubs can prepare the youth for the modern economy and encourage innovation.
Economic Strain of Freebie Policies
Freebie programs often impose a significant financial burden on the state, diverting resources from critical sectors such as infrastructure development, education, healthcare, and industrial growth. J&K’s economy, with its limited industrial base and reliance on agriculture and tourism, cannot sustain widespread freebie schemes without compromising long-term growth.
For example, funds allocated for free electricity could instead be invested in modernizing power infrastructure to provide reliable energy for households and businesses. Similarly, resources spent on free gas cylinders could be directed toward expanding LPG infrastructure to ensure universal access to clean energy. By focusing on structural investments, the government can stimulate economic activity, generate employment, and improve living standards.
Ensuring Accountability and Transparency
Effective oversight mechanisms are essential for the success of any welfare program. Without proper accountability, freebie schemes are susceptible to misuse by intermediaries, political interests, or undeserving beneficiaries.
Periodic evaluations, audits, and real-time tracking systems can ensure that benefits reach their intended recipients. Digital platforms linked to verified socioeconomic data can further enhance transparency and prevent leakages. Such measures build public trust and ensure the efficient utilization of resources.

Economic empowerment must be complemented by social development initiatives. Addressing issues such as gender disparity, access to education, and healthcare is critical for J&K’s holistic progress.
For instance, women’s workforce participation can be enhanced through skill training, childcare support, and financial assistance for women entrepreneurs. Similarly, providing free primary education and scholarships for higher studies can pave the way for a skilled and educated workforce, driving long-term economic growth.
