Jammu and Kashmir: Migrant Substitute Teachers appointed in 1990/91, tasked with stabilizing the education system after the migration of the Kashmiri Pandit community, still await justice for their tireless 36 years of service. Despite appeals to dignitaries including Hon’ble L G Sh Manoj Sinha ji and Administrative Secretary Sh Piyush Singla, their justified demands remain unmet.In a recent press statement, Senior Trade Union Leader Pir Nisar Ahmad, Chief Spokesperson of Jammu and Kashmir Employees Coordination Committee (JKECC), highlighted the plight of these dedicated teachers. The government’s decision in 2006 to regularize their services created a stark disparity between FAT Teachers and Migrant Substitute Teachers, with the former receiving benefits dating back to 1990.While FAT Teachers have ascended to various positions, including Masters, Headmasters, Lecturers, ZEOs, and Principals, Migrant Substitute Teachers continue to languish in their initial roles without promotions or service benefits. Despite assurances from previous governments, the promises of regularization from the date of their appointment have not been honored.Pir Nisar Ahmad revealed that representatives of Migrant Substitute Teachers have tirelessly approached authorities since 2006, only to be met with empty promises and neglect. Urgent appeals have been made to Hon’ble L G Sh Manoj Sinha ji, Chief Secretary Sh Attal Dilloo, and Administrative Secretary Sh Piyush Singla IAS to intervene and address the long-pending service benefits for these teachers.Acknowledging Hon’ble L G Sh Manoj Sinha ji’s employee-friendly reputation, Pir Nisar Ahmad expressed hope that justice will prevail, relieving Migrant Substitute Teachers of their mental stress.
