Budget must mirror people’s aspirations, not paperwork: Omar Abdullah

Chief Minister Omar Abdullah on Wednesday underscored the need for strict fiscal discipline and outcome-oriented planning, directing all departments to submit “well-structured and need-based proposals” that align with the government’s broader development roadmap.
Holding pre-budget consultations for the second consecutive day ahead of the budget session of the Jammu and Kashmir Legislative Assembly beginning February 2, the Chief Minister said the budget must go beyond routine allocations and genuinely reflect public priorities. “Departments should submit proposals that are realistic, need-based and consistent with our development roadmap and fiscal discipline,” Abdullah said.
Chairing detailed meetings with the departments of social welfare, health and medical education, school education, higher education, public works (roads and buildings), mining, industries and commerce, and labour, Abdullah reviewed sector-wise progress, ongoing projects, utilisation of funds and future requirements. He stressed that efficient use of public money was non-negotiable. “Timely completion of projects, transparency in execution and efficient service delivery must be ensured,” he told officials.
Holding the finance portfolio himself, the Chief Minister said the upcoming budget should clearly capture the aspirations of the people of Jammu and Kashmir. “The budget should focus on inclusive growth, balanced regional development and sustainable economic progress,” he said.
Emphasising realistic planning, Abdullah cautioned against inflated projections and unfocused spending. “We need outcome-oriented budgeting. Public funds must be directed towards priority sectors that directly impact people’s lives,” he said.
Calling for a people-centric and performance-driven approach, the Chief Minister said the budget must prioritise strengthening healthcare and education infrastructure, expanding social security coverage, improving road connectivity, promoting industrial growth and creating employment opportunities, particularly for the youth.
The Chief Minister had initiated pre-budget consultations on Tuesday with nine key departments. The exercise, according to an official spokesperson, will conclude on Thursday with meetings with the remaining departments. “These consultations are aimed at finalising a comprehensive, growth-oriented and people-friendly budget for the Union Territory,” the spokesperson said.
