FD Urges Strict Adherence to J&K Civil Services Rules for Pension Settlement

Amidst concerns regarding delays in finalizing pension cases for non-quasi-permanent Government employees by the Office of Accountant General (A&E), Jammu and Kashmir, the Finance Department has issued a directive emphasizing the imperative need for all departments to strictly adhere to the J&K Civil Services (Temporary Service) Rules, 1961.

The Government clarified that eligibility for quasi-permanent status mandates three years of continuous service, with the appointing authority holding the power to declare such status. Quasi-permanent employees, according to the Government, enjoy conditions equivalent to permanent employees, and the entire period of service for those with over five years of quasi-permanent status counts towards pension.

Rule 11’s proviso underscores that a temporary Government servant with 20 or more years of service, retiring due to superannuation or permanent incapacitation, is treated as a permanent pensionable post holder.

In response to these rules, the Finance Department urges all departments to expedite adherence, aiming to streamline pension settlements and minimize inconvenience for the concerned employees.
