In response to allegations against two departmental engineers, the Jammu and Kashmir Government has appointed Er Ghulam Rasool, Superintendent Engineer (R&B) Circle Budgam, as the Inquiry Officer (IO), and Er Javed Iqbal Shawl, Executive Engineer, PW (R&B) Division Budgam, as the Presenting Officer (PO).
The order, issued on November 22, 2023, stated, “sanction is hereby accorded to the appointment of Er Ghulam Rasool, Superintendent Engineer (R&B) Circle Budgam as Inquiry Officer and Er Javed Iqbal Shawl, Executive Engineer, PW(R&B) Division Budgam as Presenting Officer to enquire into the allegations levelled against Er Asgar Ali Watali, the then Executive Engineer (R&B), Sub-Division Ist Srinagar and Er Yasir Faiz Jan, the then Assistant Executive Engineer (R&B), Sub-Division Hazratbal.”
The Enquiry Officer is directed to submit findings/report along with recommendations to the Administrative Department within 21 days from the date of the order. The order emphasizes that any modification in posting/transfer shall not debar the Inquiry Officer/ Presenting Officer from performing their duties.
