In the complex security landscape of Jammu and Kashmir, where conflict has often unfolded in shadows rather than on conventional battlefields, the Rashtriya Rifles (RR) have emerged as one of India’s most formidable yet understated security forces. Often described as the “silent professionals” of the Indian Army, the RR represent a specialized response to one of the country’s longest-running internal security challenges.

Raised on 1 October 1990 during the peak of militancy in Jammu and Kashmir, the Rashtriya Rifles were conceived as a dedicated counter-insurgency force capable of handling a form of warfare that traditional military formations were not designed to fight. At a time when insurgency was escalating rapidly and local policing structures were struggling to cope, India needed a force that combined military discipline with the agility required for unconventional conflict. The RR filled that gap.

Operating under the Northern Command of the Indian Army, the Rashtriya Rifles are composed of soldiers drawn on deputation from various regiments and arms of the Army. Over time, this structure has evolved into a permanent and highly specialized counter-insurgency grid across Jammu and Kashmir. Their work rarely attracts the spectacle associated with conventional warfare, but their presence has significantly shaped the security environment in the region.

The force’s motto, “Dridhta aur Veerta” — translated as Determination and Valour — captures the essence of its operational philosophy. Counter-insurgency is not defined by large battlefield victories but by persistence, intelligence, and the ability to operate in small, precise engagements. The RR’s emblem — crossed rifles with fixed bayonets beneath the Ashoka Chakra — symbolically reflects that readiness for close-quarter combat and unwavering national commitment.

Today the Rashtriya Rifles are structured into multiple Counter-Insurgency Forces (CIFs), each responsible for a strategically sensitive sector of Jammu and Kashmir. Units such as Victor Force in South Kashmir, Kilo Force in North Kashmir, Romeo Force in Rajouri-Poonch, Delta Force in Doda-Kishtwar, and Uniform Force in Udhampur and adjoining areas form a dense operational grid. Together, these battalions operate with the autonomy and endurance required to function in rugged terrain and volatile environments.

Within this structure, several units have built distinguished reputations through years of high-risk operations. Among them is the 44 Rashtriya Rifles, often associated with South Kashmir’s Shopian district — an area historically marked by intense militant activity. Known informally as the “Shopian Cheetahs,” the battalion has been credited with numerous intelligence-driven operations targeting militant networks in the region. Their proactive operational ethos is captured in a phrase often heard within the unit: “Aaj contact hoga” — a reflection of their readiness to confront threats head-on.

Yet the legacy of the Rashtriya Rifles is not measured solely through operational statistics. The force’s history is equally defined by sacrifice. Stories such as that of Rifleman Aurangzeb, who became a symbol of courage after his abduction and killing by militants, underline the personal risks faced by soldiers operating in counter-insurgency environments where danger rarely follows predictable rules.

Across its decades of service, the RR has accumulated an extraordinary record of gallantry recognitions. Multiple Ashok Chakras, Kirti Chakras, Shaurya Chakras, and Sena Medals awarded to its personnel speak not only to acts of individual bravery but to the sustained intensity of the conflict in which the force operates.

Importantly, the Rashtriya Rifles’ role has extended beyond kinetic operations. Through initiatives such as Operation Sadbhavana, the force has also engaged in humanitarian outreach across remote areas of Jammu and Kashmir. Building schools, organizing medical camps, supporting youth training programs, and providing essential services in underserved villages have been part of an effort to bridge the gap between security operations and community trust.

This dual strategy — firm security operations alongside social outreach — reflects a broader lesson learned from decades of counter-insurgency: lasting stability cannot be achieved through force alone. Winning the confidence of local communities is as critical as neutralizing armed threats.

More than three decades after its creation, the Rashtriya Rifles remain a central pillar of India’s security architecture in Jammu and Kashmir. Operating in difficult terrain and under constant risk, its soldiers have become an enduring presence in the region’s evolving conflict dynamics.

Their work is rarely celebrated in headlines, yet their impact is deeply embedded in the fragile stability that exists today. In the silent, patient grind of counter-insurgency operations, the Rashtriya Rifles continue to embody the determination and courage reflected in their motto — Dridhta aur Veerta.
