The letter highlights testimonies recorded by statutory bodies, including the National Commission for Women, revealing the harrowing experiences of victims subjected to sexual assault and violence.Dr. Aggarwala calls for immediate action, urging the Chief Minister to ensure that those responsible for these heinous acts face the full force of the law. The letter acknowledges the demands for Presidential Rule in West Bengal by the Scheduled Caste & Scheduled Tribe Commission and political parties, including the BJP.

However, Dr. Aggarwala emphasizes his belief that Chief Minister Bannerjee, having been elected for the third consecutive term and being a woman herself, understands the profound trauma experienced by the victims. The letter draws parallels with the tragic events in Bihar in February 1999, leading to the imposition of President’s Rule after the killing of 11 Dalits in Naryanpur.The Chairman expresses hope that Chief Minister Bannerjee will lead the state out of the crisis, preventing West Bengal from descending into “Jungle-Raaj.” Dr. Aggarwala warns that if the situation does not improve, there may be a necessity to seek President’s Rule in the state.
