BuzzBytes New Delhi, December 18: Lieutenant Governor Shri Manoj Sinha participated in the G20 Connect Lecture Series focusing on ‘Good Governance’ at the University of Delhi today. During his keynote address, the Lt Governor highlighted the importance of people’s participation, particularly youth involvement, in governance to enhance transparency, accountability, and the inclusion of marginalized sections in decision-making processes for sustainable development.

In his address, Shri Manoj Sinha emphasized that public participation through various means positively influences the fair distribution of resources, responsive governance, efficiency, equity, and inclusivity. He stressed that citizens have the right to better services, and the administration must function as an efficient service provider. Furthermore, the Lt Governor urged universities and higher educational institutions to encourage innovation and foster technological empowerment among the youth.
Highlighting the changing landscape where Artificial Intelligence and digital tools are integrated across all sectors, Shri Manoj Sinha underscored the importance of focusing on Data & Dialogue and Speed & Scale. These aspects, according to him, play a critical role in empowering people, driving innovations, fostering a sustainable economy, and ensuring good governance.
During his visit to Delhi University, the Lt Governor shared the J&K Vision 2030 and shed light on the significant reforms introduced by the J&K Administration. These reforms have resulted in increased transparency, responsiveness, and accountability in the administrative setup at the grassroots level. Shri Manoj Sinha highlighted the Digital Jammu Kashmir program, which offers over 1000 online public services, citizen feedback mechanisms, and links services with the Public Services Guarantee Act, ensuring service delivery without human interface and promoting transparency.
The Lt Governor also mentioned key initiatives like the BEAMS portal, PaySys, PROOF, and e-GRAS, which have brought about transformational change in the governance system. The number of projects executed in J&K has seen a substantial rise, from 9,229 in 2018-19 to over 92,560 in 2022-23.
Shri Manoj Sinha attributed the achievement of new developmental milestones in the Union Territory to the people’s voice in policies and increased public participation in project planning.
The event at Delhi University was attended by Prof. Yogesh Singh, Vice Chancellor, University of Delhi; Prof. Chander Shekhar, Chairperson, International Relations, Delhi University; Heads of Departments, faculty members, and students.
