MHA Directs IPS Officers to Submit Immovable Property Return-2023 by January 31

The Ministry of Home Affairs (MHA) has issued a directive to all Indian Police Service (IPS) officers nationwide, instructing them to submit their Immovable Property Return (IPR) for the year 2023 by January 31 next year. The directive, communicated through a written note to Chief Secretaries and Directors General of Police of all states and Union Territories, underscores the mandatory nature of filing the IPR.

The note, titled “Online filing of Immovable Property Return (IPR)-2023 by IPS officers,” issued on December 11, emphasizes that filing IPR under Rule 16 of the All India Services (Conduct) Rules, 1968, is obligatory. Failure to submit the IPR online within the stipulated time limit may result in denial of vigilance clearance, as per the Department of Personnel and Training (DoPT) guidelines.

IPS officers are instructed to file their IPR online at https://ips.gov.in or https://sparrow-ips.eoffice.gov.in using their existing NIC e-Mail ID and password. The note specifies that the online filing should be authenticated using the Digital Signature Certificate (DSC) issued under SPARROW. Any IPR filed in a different form will not be accepted.

The MHA’s directive also reminds officers that timely submission of IPR has been made mandatory for appointments at the next level of pay in the pay matrix, according to the DoPT notification dated December 30, 2021. The note concludes by urging wide circulation of these instructions for strict compliance and provides contact details for grievances related to accessing the IPR module through SPARROW.
