Tackling Women’s Violence in Kashmir

Kashmir, often described poetically as the “Paradise on Earth,” is renowned for its picturesque landscapes and cultural richness. However, beneath this serene beauty lies a tapestry of socio-cultural complexities, among which the issue of violence against women stands out as a pressing concern. This article delves deeper into the intricacies of this issue, drawing upon data from the National Family Health Survey and shedding light on the evolving landscape of women’s rights and safety in Jammu and Kashmir.
Defining Violence Against Women
The United Nations encapsulates violence against women as any act rooted in gender-based prejudice, leading to physical, sexual, or psychological harm. This definition transcends geographical boundaries, highlighting a global imperative to address systemic inequalities and injustices.
Attitudinal Shifts: From 2015-2021
The National Family Health Survey paints a nuanced picture of attitudes and experiences concerning violence against women in Jammu and Kashmir. In 2015-16, a troubling 57.5% of young women aged 15-19 perceived certain circumstances where a husband’s physical reprimand could be justified. These scenarios ranged from familial disagreements to suspicions of infidelity. However, the 2021 report signals a modest decline, with the percentage dropping to 47.6%. While this downward trajectory offers a semblance of progress, the persistent prevalence of such attitudes underscores the need for sustained efforts.
Incidence and Impact: A Statistical Overview
Beyond attitudes, the survey’s findings illuminate the stark realities faced by women in the region. The 2021 report reveals that 11% of married women in Jammu and Kashmir have encountered physical or sexual violence, predominantly at the hands of their spouses. To contextualize this, earlier reports from 2015-16 and 2005-06 documented slightly higher percentages, indicating marginal progress over time. However, the enduring nature of such violence necessitates rigorous interventions and policy measures.
Root Causes and Complexities
Understanding the issue’s root causes requires acknowledging the interplay of cultural norms, socio-economic disparities, political unrest, and historical legacies. Patriarchal structures, entrenched gender roles, economic dependencies, and societal stigmas contribute to a milieu where women’s rights and safety are often compromised. Additionally, the region’s turbulent history and geopolitical dynamics further complicate efforts to address gender-based violence effectively.
Pathways to Progress: A Holistic Approach
Addressing violence against women in Kashmir demands a multifaceted strategy encompassing legislative reforms, grassroots mobilization, educational initiatives, and community engagement. Empowering women through education, vocational training, and economic opportunities can foster autonomy and resilience. Simultaneously, challenging regressive attitudes, raising awareness through media campaigns, and strengthening legal frameworks are crucial steps towards creating an inclusive and equitable society.
