The minister emphasized that safety is a top priority in all these projects, designed in accordance with site-specific requirements and established codes. Notably, as per the Indian Road Congress (IRC) guidelines (IRC: SP:91-2019), safety features such as separate service tunnels adjacent to traffic tunnels are considered during the design stage. These service tunnels, designed considering factors like land availability, traffic volume, tunnel length, and additional costs, provide crucial access for maintenance activities without requiring the closure of the main tunnel. Importantly, they can also serve as escape passages during emergencies.

One specific example cited was the Silkyara bi-directional tunnel on the Dharasu – Yumunotri highway (NH-134). In this project, a separation wall has been implemented at the center of the carriageway, accompanied by egress openings at regular intervals for vehicular and pedestrian cross passages. These measures are specifically designed to enhance safety and facilitate swift evacuation in emergency situations.

The announcement also provided an update on a recent incident in the Silkyara tunnel, where workers were temporarily trapped. Quick and effective measures were taken, with trapped workers receiving prompt medical aid. In terms of financial support, each worker was compensated with a sum of Rs 2.00 lakh, and they were granted one month of paid leave by the Executing Agency. Additionally, the State Government of Uttarakhand extended financial support of Rs.1 lakh each to the affected workers.

Shri Nitin Gadkari assured that the government remains committed to ensuring the highest standards of safety in all ongoing and future tunnel projects, with a focus on protecting the well-being of workers and road users alike
